Royal Borough of Kingston upon Thames is not being asked politely to clean our streets. It is under a legal duty to do it — and it has published its own promise to fix a justified report within one working day. This site turns each dirty street into a dated, official record that exists independently of what happens next.
Why we are collecting this
Royal Borough of Kingston upon Thames is under a duty in section 89 of the Environmental Protection Act 1990 to keep its land and highways clear of litter and refuse, so far as is practicable. The Code of Practice on Litter and Refuse requires land to be kept at Grade B or better, and sets a deadline to put it right when it slips — as little as one day on an ordinary residential road.
Kingston households pay £2,608 at Band D in 2026-27, the highest of any London borough. A household in Wandsworth pays £1,028.
One photo is an opinion. Three hundred dated photographs with report references is something a council has to answer. That is the entire strategy here, and it only works if people add their evidence. It takes about two minutes.
How to grade a street
These four grades come from the Government’s Code of Practice on Litter and Refuse. Councils must keep land at Grade B or better. These are real entries from this log, on New Malden streets, so you can see where the line between “acceptable” and “breach” actually falls.

Predominantly free of litter and refuse apart from some small items.
Below standard
Widespread distribution of litter and/or refuse with minor accumulations.

Unacceptable
Heavily affected by litter and/or refuse with significant accumulations.
